Abstract :
Besides fossil energy resources such as petroleum, gas, and coal eleven kilometers under bowels of the earth got another energy resource that amount of whole almost unlimited for used. They come from interaction result between calor stone and surface of water that flow through the stone inside the earth. The calor it self comes from the inner earth that temperatured more than 500º C. The calor energy that produced called Geothermal energy.
Indonesia it self has the most an geothermal energy area in the world spread out along Sumatra island, Java, S.E Nusa, Sulawesi, Maluku, up to Papua. The whole of geothermal potencies in Indonesia are estimated around 19,658 MWe. Some of geothermal field like Kamojang, Salak, Darajat, Sibayak, and Lahendrong have been exploited and produce electrical energy about 500 MWe.
The necessity of energy continuously rising up, accordance with the growth of population in the world and crowdly of technology progress. One of the biggest tendency in increasing energy occured amazingly in transportation (fuel) and electric. Therefore the exploration of new energy resources are continuously effected by human, besides energy resource that exists nowadays. That’s limited fossil energy resource.
For anticipating the reduce of national petroleum stock and the big probability that may be Indonesian becoming petroleum importer, mean while the stock of coal and natural gas turn limited primary energy resource because the role goes to export commodity, so geothermal can be expected to be one of the primary choice energy resource to fill energy necessity when it is processed professionally and efficient.
Compared with another countries that have developed geothermal energy, Indonesia which has 40 % of geothermal stock in the world, has not optimized its processed yet. The usage of geothermal energy resource in Indonesia still felt less, that’s only about 5 % from all the potencies approximately 20,000 MWe. It is caused by some factors, those are :
  • The tendency of energy usage oriented still to petroleum and natural gas, besides the highest sale, also can be replaced and exported, then geothermal is sold out locally in electrical form and also electrical power should be closer with geothermal processor centre.
  • The usage of geothermal especially for electrical power, will be related with another institutions that have otority in supplying electric. Then there is dependence directly with another institution in preparing infrastructure for supporting geothermal supplied that produced.
Eventhough , geothermal remains promise brightly prospect in the future. The geothermal can be relied on as alternative energy resource, because the unique characteristic that it has, they are :
  • Characteristic from the new geothermal energy, means geothermal energy continuously exists as long as the earth still exists, then the quantity almost unlimited. And then if it is not used soon, this energy potency stays past by the time.
  • Commonly geothermal field also appear the sign or natural uniqueness such as Heat Water resource, Mud Pool, Geyser, that excite tourists or scientific studying place. It definitely can open the prospect for another efforts that suppose to be developed.
  • The geothermal energy has said as the cleaner relative energy and environmental friendly, because by the waste water reinjection way inside earth’s crust may carry the double function as avoider from water pollution also refiller condensator water in the reservoir. A kind of emission gas that most 98 % is CO2,, can be used as carbonation drinking industrial processed (soft drink) and so on.
Geothermal is priority alternative resource of Indonesian government in controlling energy resource. It is suitable with energy diversivication policy, economizing on petroleum fuel, also the increasing of electrical energy requirement in Indonesia, especially Lampung province.
In the case of Ulubelu geothermal resource, Hulu Directorat Geothermal Pertamina persero will establish, operates steam field and put it into PLTP. Country electrical company will establish and operates PLTP by using steam from Hulu Directorat Geothermal Pertamina persero. The total capacities electrical production is 2x55 MWe and planning operated in the year of 2005.
The Implementation of project instead of pollution risk and environmental destroyed, then it can disturb or destroy ecosystem function that becoming life supporter. It is finally may cause externality that becoming social problem because at the last society and government must responsible all the effects. Therefore, the establishment of steam field and PLTP must be carried out wisely, that’s based on environmental balancing hierarchy as the medium for achieving life continuity and guarantee prosperity the generation nowadays and in the future. The protected if ecosystem that fine and fit for increasing environmental supports that is condition of asking participation from each societies.
The development of Ulubelu-Lampung steam field geothermal potency besides can give positive impact also will be predicted cause the negative impact, neither Biology component nor Social economic and Social culture components. Therefore, the development of Ulubelu-Lampung geothermal potency project by the capacity of 2x55 Mwe needs to be completed with analysyst study about environmental impact (AMDAL). This is accordance with biological environment minister decision / the chief of Enviromental Impact Controlling Organization (AMDAL) No KEP11/MENLH/3/1994 about AMDAL right activities list that said the activity in mining and energy especially steam field establishment with the same capacity or bigger than 55 MWe must be completed with AMDAL. AMDAL study is done by the purpose for knowing definitely environmental impact that occurred, prepare the safety steps, reduce negative impact that appeared also spread out positive impact as the result of project schedule.
Geographics Information System as a system that can support spasial decision support and may be able to integrate location description with phenomenon characteristics that found at the location can do analysyst about environmental impact in earth calor field progress.
This paper will explain the implementation of Geographics Information System in doing environmental impact analysyst in geothermal field progress.
