Digitisation of cadastral maps - A case study for Uttar Pradesh

Abstract
Dream of Building Land Information System is the most important aspect of the present day need in the direction of actual land reforms process to be done in India. Efforts are being made by various Govt. agencies, private sector companies etc but still the actual direction has to be achieved keeping in view the requirement of Land Sector. The attachment of the information attribute with the digitized map is not the ultimate aim of Land Information System. Without taking into consideration beforehand the selection and conversion of base maps with absolute accuracy, data warehousing, the consolidation process, generation of documents like jamabandi etc, cost effective GIS solution, the online networking solution, query feature for planning and decisions, display of land documents in regional languages without any further software requirement at client side and its updating, web enabled access of records and the application need of various departments of these revenue digital maps, the purpose of building LIS will certainly not served the purpose.
Uttar Pradesh under the GOI plan of digitization of cadastral Maps has come up with the above strategy and encountered many problems. The solution then found out very well. The strategy focused on the cost effective GIS solution and the accuracy of the maps mainly.
The application need of digital maps for Planning, Census, Irrigation, Electricity, Land Use, Rural Development, Transport, PWD, Agriculture and Forest departments are also considered. Uttar Pradesh is the only state where the LIS framework is emerging with 5000 parameters of village level database contain the basic infrastructure need like schools, electricity, drinking water etc. With this aim the plan to convert all 1,10,000-revenue villages to digital format is on the floor. This may help to overcome with the problem of industrial economy, exploitation of natural resources etc also.
