Geo-Spatial Technologies Application in Micro-Level Planning for Rural Development – The Case Studies of Chharora Village & Tauru Block of Mewat District(Haryana).

Most of the population of Haryana state lives in villages and depend on primary sector mainly agriculture and animal husbandry. Undoubtedly, the economy of the state has made a strong base in its villages; however, it has not done much to plan for these individual settlements. The villages in the state are growing in an unplanned manner. Their physical and socio-economic information etc at micro level i.e. the village level is still available only in traditional modes. Paradoxically, there is no integrated approach to be adopted for future village development and planning.
Majority of the villages are in lack of infrastructure, professional and standardized village planning methodology as well as integrated information system. Until these basic components are addressed to, the village development and planning cannot become a reality in the state.
Hence, to initiate the village development and planning process, standardized and integrated Geo-spatial technologies based (GIS, Remote Sensing & GPS) Information System has been developed for Chharora Village and Tauru block of newly created district Mewat of Haryana state. An attempt has been made to address the issues of micro level planning, integrated spatial development and horizontal as well as vertical integration of plans. Mewat district is composed of six community development blocks: five blocks of the old district of Gurgaon, viz. Tauru, Nuh, Nagina, Ferozepur Jhirka and Punhana, and one block, i.e. Hathin of the old district of Faridabad. It is located about 120 km south of New Delhi. The total area of the region is 1,874 sq km comprising 491 inhabited villages and 6 small towns, thereby having predominantly the rural population.
The Tauru development block is located between the geo-coordinates of 28° 06' 39.798’’ to 28° 19' 26.533’’ N, and 76° 51' 24.724’’ to 77° 03' 48.610'' E in Mewat district. It constitutes total 84 villages with 1,08,841 population and shares its boundary with Gurgaon district in north, Alwar district of Rajasthan state in south, Rewari district in west and Nuh block in East. Village Chharora lies between 28° 9' 15’’ to 28° 11' 10’’ N, and 76° 56' 30’’ to 76° 59' 00'' E within this block wherein the present study is undertaken to apply the modern geospatial technologies at grassroots level. The single biggest advantage of proposed exercise would be for effective implementation of newly announced govt. schemes and initiatives like IAY, SGSY, SGRY, PMGSY, MPLADS, Haryana Panchayati Raj Act 1994, National Common Minimum Programme 2004, The Right to Information Act, 2005 and National Rural Employment Guarantee Act, 2005.
