A need was being felt for a long time for having an authentic map with house nos. and boundaries of individual Land & Property holdings on a proper scale to show small items with all the existing infrastructure. The authorities were therefore looking for a tool that will give information needed to plan, manage and finance the city/region.
Once the funds became available the Institutional Community Development Project authorities have taken up, as part of the Kanpur Mapping Project, with Systematic Land Information Management System with a view to meet the following objectives:-
- Revenue Enhancement of KNN.KJS by adding
the new properties into tax net.
- Land use and planning for development.
- Water supply system management/planning.
- Sewerage system/Drainage management.
- Solid waste management.
- Telephone network.
- Electricity distribution system
Management.
- Road Network/Traffic Management.
Ridings Consulting Engineers (I) Pvt. Ltd. (RCE-I) which has been awarded the above project wherein Systematic Land Information Management System Approach is being applied for the first time using GIS tools to help in the multipurpose affective management by the various Municipal Organisations of a town with a view to enhance the revenue and make these GIS tools as an integral part of Modern Municipal Land Management Services through integrated development strategy with its main focus started the project from 1st August,2000.
Once completed the system shall offer a transparent and efficient revenue collection, assist the local authorities in Property tax collection operating as part of a wider GIS i. e.
- Digital mapping, cadastral GIS
- Solid waste management GIS
- Maintenance and operation GIS
To achieve the above RCE-I has designed a specific projection system and methodology for accurate modern Ground Surveys on 1:1000 scale using latest tools and technology and is being assisted by the Project team in the collection of attributes as part of the GIS project. The authors are sure that once completed the project shall be a trend setter in the country and shall be a good tool for new taxation policy decisions, monitoring of performance of revenue collections, systematic and computerised management billing, bringing of additional income through sale of Land, house, parcel data and serve as a GIS map base to all other users to perform dynamic monitoring and status operations.
Last but not the least SLIM is going to serve to Kanpur town not only as a management tool but also for strategic urban planning and real estate management as a vital part of modern urban management practice. The authors are therefore making an attempt to share their experiences for this case study done so far for the above project.
