Five major non-starters in GIS implementation

ABSTRACT
There are many papers which discuss the success of GIS implementation in various applications. Not many are willing to openly share the problems and challenges faced when starting the GIS program. Inevitably a lack of consideration and knowledge of previous experiences can mean some level of risk taking in starting a GIS.
This paper attempts to identify five major non starters as experienced by the author in helping various organization and agencies in starting their GIS. Since GIS is a long-term investment that requires maturity over time, understanding of common pitfalls will be helpful in ensuring a successful implementation. The non starters include combination of managerial, technical and financial aspects. They are by no means exhaustive but the lesson gain could be avoided elsewhere.
