Calculation of Human Resources Index Using GIS Software and GUI Customization

Abstract
Background
Despite the undoubted importance of human resources there is little consistency between countries in how human resource strategies are monitored and evaluated.While growth in national production (GDP) is absolutely necessary to meet all essential human objectives, what is important is to study how this growth translates-or fails to translate-into human development in various societies. This paper aims at calculating the Human Resource Development Index (as proposed by U.N.) on a GIS platform, to serve as an indicator for the growth of the area under consideration in all aspects.

Methodology
A specific area is chosen--parts of northern districts in Tamilnadu. The base map of the area is obtained and digitized using the ARCGIS software. The population, education, health and all relevant socio-economic data have been acquired from DHAN FOUNDATION, an organization involved in collection of socio-economic data. The data is fed into MS-ACCESS. This attribute table is added to the digitized map using applications of ARCVIEW.
Then, formulae used for calculation of the Human Resource Development Index(HRDI) have been adopted and HRDI calculated. Calculation of HRDI is made easy for the use of common man with the help of Graphical User Interface, GUI- by means of VISUAL BASIC( The calculation of HRDI has been coded in the VB- interface to facilitate use by common man).This VB customization is linked to the map in GIS platform.

Calculation of HRDI using FORMULAE

• INDEX = (Actual x1 value – minimum x1 value)/(Maximum x1 value – minimum x1value)

• HRDI =(LifeExpectancy index+IncomeIndex+EducationIndex+Livingconditionsindex) /4

Life expectancy index, Income index etc are calculated by normal index formula. As a special case Education

Index and Living conditions indices are calculated as under:
1.Education Index = [ 2/3 (Adult literacy index) + 1/3(enrolment index)]
2.Living conditions = Weighted sum of (access to health services, access to safe water)

NOW, Weightage to different indices are changed to study their impact..
Eg.,
• HRDI ={LifeExpectancy index+IncomeIndex+2(EducationIndex)+Livingconditionsindex} /5

Conclusion
Thus, HRDI is calculated and impact of various indices on HRDI is studied.
A map in digitized format, its socio-economic data and its HRDI are all made available at the click of the mouse.

This can be attributed largely to the power of Geographic Information Sysrem(GIS).
