Flood Disaster Monitoring and Reporting System Based on Spatial Information and Communication Techniques

Abstract
Flood is a kind of cataclysm characterized by sudden outbursts, short duration and big damage. It is very important to clarify the situation of river and get dynamic flood information promptly and accurately for flood disaster prevention, fighting and evaluation. In this paper, the spatial information and mobile communication techniques are intergrated to develop a practical monitoring and reporting flood disaster system. Based on GIS, Remote Sensing, GPS and GPRS technology, Flood Disaster Monitoring and Reporting System (FDMRS) supports multi-dimension hydrology environment and river data collection, analysis and quick transmission. The structure, frame, functions, operation mode of MDRMS and some key technologies include acquirement of spatial information, compression and decompression of spatial information an real-time two-direction transmission of spatial information are discused.
