Project Monitoring & GIS - A Sustainable approach for forest department in North-East

Introduction
In view of improving the efficiency of its Monitoring operations with a way in rapid technological advancements in Information Technology, intends to implement a Survey Monitoring System (hereinafter referred to as SMS) which in turn will facilitate the users to build up a responsive information base on Projects/Schemes related to Social Plantation and retrieval of them in desired and meaningful manner.
Present Scenario
Survey Monitoring of different Schemes in different divisions are followed by participatory approach approach with local staffs of the territorial divisions during the survey process, and also communicating with the D.F.O’s for their views on the reports generated and the field observation of the wing.
Under the guidance of Conservator of Forest all the projects can be monitored in an user friendly method with the help of the GIS Software proposed to be developed.
Since number of projects are quite enormous, it is quite cumbersome and time consuming to monitor each and every project that too when it is situated in different districts of Meghalaya.
The projects may be of Micro level or Macro level. All the projects are either sponsored or funded by the:-

State Government
-
Central Government
-
Joint Venture of State Govt. and Central Govt. including GOI , National aforestation & Eco- Development Board (who decides how many number. of plants per hectare is to be planted in different areas).
It is observed that projects are mainly on aforestation ie., plantation of different types of trees under the category of Timber, non-timber, Medicinal plant and quick growing species (QGS).
Main objectives of the schemes are

To reduce ecological imbalance
-
Conservation and improvement of timber and non-timber forest produce
-
Increasing the production and replenishment of stocks of non-timber & timber produce
-
Providing additional income to the tribal and rural poor living in and around the forest.
The entire project should have a clear base line data and critical for evaluation.
As far as practicable Local NGOs, Panchayats, Zilla Parishads and Village Communities are to be associated in all the projects.
All the projects are entrusted to the respective Range Office to District Forest Office for implementation.
While accomplishing the project following general guidelines are to be observed:

To accomplish survey of the sites

Sample plots should be identified

Reconnaissance of the plantation area should be done by going around the area
-
To select rendom area within the plantation area for laying out sample plots
-
Each sample plot should be demarcated by making earthen mounds

The reports should have four parameters like
-
Height
-
Survival percentage
-
Spacing of plantation & No. of pits dug.
-
No of seedling planted
