Abstract



E-governance in municipal corporations in India

Abstract
A Progressive Municipal Corporation in India will be keen to speedup the pace and process of e-governance. To become one of the finest governed Municipal corporation in the country today, it should aim to compete with the best in the world and truly become what we call as “e-governed Municipal Corporation”.

Vision of this Municipal Corporation should be to become ‘E”-enabled paperless Municipal Corporation in the country. To achieve the same, It should be :
  • Implementing technologies and processes which will ensure efficient management of resources & assets to maintain Profitability
  • Monitoring systems to ensure timely execution of projects
To do this it should decide to create and deploy the necessary infrastructure based on suitable architecture to encourage and sustain the IT implementation . Also through the effective but teditious process of “change management”, it will keep taps on implementation, training, development of various application, security and management of databases, GIS creations and maintenance of public finances in a conservative and transparent manner to yield the optimum result.

It should be implementing Geographic Information System in their various departments like Civil works, water supply works, electrical works and town planning department. The implemented system should be capable of assisting planners to build development plans, engineering tools to build and develop infrastructure, to create visuals to assist Management reviews and marketing processes, maximize Revenue Collection etc.

Note: This paper is based on Real case Study at one of the leading Municipality in India.
