The decisional problems with space reference are generally referred to heterogeneous systems where interact of many different factors. The control of the complexity of these problems requires the use of methods, techniques and powerful tools for analyses, which must not only manage but also analyze data with space reference of various origin and nature.
The current geographical information systems provide insufficient information, particularly at the strategic level. The multicriterion analysis is adapted to the evaluation of the various impacts, quantitative or qualitative, relative to projects of scales; it is also adapted with the decision-making processes corresponding to collective choices where the points of view are contradictory. This is why the integration of the GIS and multicriterion analysis constitutes a privileged way impossible to circumvent to make evolve the GIS to genuine tools of decision-making aid.
This present work clarifies the notions relating to the GIS and the multicriterion analysis and present of the conceptual and methodological solutions allowing their integration under software GIS ArcView 3.2 of ESRI. an application is devoted to the problems of instruction of the authorizations of town planning, we propose to replace the rules of the current system, by a generator of expert system, to base entirely on the multicriterion analysis.
