Urban management programme in Asia & the pacific


The Urban Management Programme (UMP) ia a global technical co-operation programme of the United Nations Centre for Human Settlements (UNCHS) with core funding from UNDP and additional support from several bilateral agencies.

Phase 1 of the programme (1986-91) focused on applied research in the four theme areas of land management, municipal finance and administration, infrastructure and urban environment, with the purpose of developing urban management frameworks and tools at the global level. Phase 2 (1992-96) was aimed at using these frameworks and tools to build capacity at the regional level and extend it to country and city levels. The overriding thrust of the UMP in Phase 3 (1997-99) is to build and strengthen the capacity of governments and other stakeholders to address urban problems. The three theme areas on which the programme will specifically focus are: Urban Poverty Reduction, Urban Environmental Management, and Participatory Urban Governance. Gender perspectives are central to all three UMP themes.
