Unclear ownership... clear prospect...

Let me explain a simple case. My engineer friend stays in a rented apartment, but draws a handsome salary. He is entitled to a formal loan to the tune of 8 years of his annual salary. But the story is different for my office peon. He owns 5 acres of agricultural land (the value of which is over 40 years of my friend’s annual salary). But, no financial institution talks to him. He is entitled no loan!

As per Peruvian economist De Soto, close to 90% of citizens of all developing countries lack formal legal property titles. This makes them unable to use land assets as collateral. According to him, this is a “dead capital” which he calculated as "at least $9.3 trillion". McKinsey Global Institute also released a research study four years back, which states that among the three main barriers to the economic growth of India, distortions in the land market alone inhibit GDP growth by about 1.3 percent a year.

The pointers are clear. ‘Land’ in the present society, is owned by someone and is a commodity. Information about the ownership of this commodity is critical. It is this area of work, which is not only a prospect for the overall economy, but also for the geospatial community, which can immensely contribute.

Does Oracle plan to build a GIS applications shell?

Xavier Lopez
Oracle

No, we have no plans to build GIS applications shell, we concentrate on business, CRM, ERP, resource and financial applications. Many of these are used in e-government. What we are trying to do is enable these applications with location based capabilities. We can build GIS applications, but just because we can doesn’t mean we should. Oracle wants to invest in partners. We are focusing where the market is growing – its in the mainstream and that’s why we are location-enabling our own applications because that is mainstream. The global GIS software industry is just $2.2 billion.
