EDITORIAL
The ‘Carte’ – is a road map for the development of modern India and the Cartographer – Dr. A.P. J. Abdul Kalam, The President of India. In his address at the recent inaugural of the 26th Congress of the Indian National Cartographic Association (INCA) in New Delhi, Dr. Abdul Kalam gave a clarion call to all members of the geospatial community to contribute towards his ‘India – vision 2020’. He stressed the importance of mapping sciences in transforming India into a developed country by 2020. His address to the INCA should be considered as a tribute to all the past cartographers and a directive to the present. (http://pib.nic.in/release/release.asp?relid=22200 )
Talking about cartographers… today, they use a completely different tool kit. Gone are the days of the crow quill and stencils. The maps of today are digital and the designers – eCartographers or should they be called dCartographers… The pleasure of motoring the open countryside with a paper map held firmly in one hand or at times spread on the bonnet will be gone for ever. The thoughtfully collected paper maps by collectors like Mr. Margolies are being eyed by the USA’s Library of Congress at a time when TeleNav GPS Navigator on an Nokia E62 device is giving you turn by turn directions while driving and also displaying colorful 3D moving maps. Just imagine riding a Harley Davidson, with a Nokia E62 on its handlebar… anachronistic to say the least. But now we can rest assured that we no longer need to learn the right way to fold those large and beautiful paper maps – a skill very few have been able to master anyways.
INSPIRE – Infrastructure for Spatial Information in Europe, has been cleared by the European Parliament this week. It also cleared the directive that sets obligations on what the public authorities of the Member States do with the data they collect. INSPIRE can be an example to other nations – a worth ‘cloning’ initiative and can be used on lines of the draft submitted by the UNGIWG ( http://www.ungiwg.org/docs/unsdi/UNSDI%20Draft%20Discussion%20Paper%2025-10-'06.pdf ) towards the UNSDI which also discusses the roadmap to be followed by countries without a formal SDI..
