The ocean of opportunity called 'Municipalities'

The biggest declaration on decentralised development was the Local Agenda 21 in 1992, by the UN. This was followed by a series of strategies by governments across the globe that embarked upon shifting the decision-making power to the grassroots. India also passed the 73rd and 74th amendment to the Constitution, whereby the first attempt to transfer planning rights to Municipalities and village bodies was achieved. However till date, for most developing countries, municipal or village level development plans remain obscure.

Then in late nineties, Local Agenda 21 was perceived to be achievable by e-Governance. But again, in many instances, this was sadly understood as exercises of mere computerisation. However, in the last 3 years, e-Gov drive has found renewed emphasis. With the emergence of WSIS, the tempo is high. Massive plans by governments and multilateral agencies are underway. Municipalities are now interested beyond 'box-buying' and are answerable. The tools and setting has re-arrived. The vision has been re-painted. For all obvious reasons, isn’t it apparent that here lies a huge future market for the GeoICT setting?  Editor

USGS reports preliminary wetland loss estimates

Hurricanes Katrina and Rita transformed some 100 square miles of marsh to open water in southeastern Louisiana, according to preliminary estimates by USGS based on an analysis of Landsat satellite data from September and October. Future observations will allow scientists to determine how much of the loss is permanent and how the marsh recovers.
