 EDITORIAL

Spin-offs...
Counter terrorism centres like the USA's - National Counter Terrorism Center(NCTC) extensively use GIS. The Worldwide Incidents Tracking System (WITS) program of the NCTC has a map based interface. The Counter Shooter System designed for DARPA in 1995 called the 'Boomerang' was extensively used in Iraq and has probably lead to civilian usage in the form of 'Shot Spotter'. The prototype emergency management system developed by NVision Solutions Inc. and NAVTEQ can be considered as an enterprise wide anti terrorism emergency (information) response system. Geospatial data is the base for these products...all are 'terrorism spin-offs'.

The Interoperability Issue...
The geospatial biggies are falling in line over the issue of interoperability and standards. Most are members of one or the other 'geospatial NGO think tanks'. LGGI after the acquisition of IONIC has vociferously declared its firm commitment to OGC/ISO interoperability standards. It is obvious that there is no altruistic motive behind all such moves and according to David Schell, President, OGC - "...if data standards mean vendor proprietary formats, there are no short term returns or benefits for the industry. The industry needs to move ahead towards full adoption of open, consensus-derived standards. If by data standards you mean stakeholder agreements regarding data schemas, yes, there are short term and long term returns and benefits, in terms of more effective data sharing".
