China to Strengthen Meteorological Observation in Tibet

BEIJING, August 27 (Xinhuanet) -- China will build a modern meteorological observatory system in the next five years in Tibet to cover all the blank areas of observation.

Qin Dahe, head of the National Meteorological Bureau (NMB), told a conference in Beijing Monday that China will deploy a new generation of weather radars in Lhasa and other places, build automatic meteorological stations in northwestern Tibet and set up a vertical weather observation system in southeast Tibet, where meteorological stations are extremely scarce.

The NMB will promote the application of satellite technologies, including setting up ground stations in Lhasa, Xigaze and Qamdo.

It will also build a databank of Tibet's meteorological records and upgrade the transmission network of meteorological data, among other things.

Weather changes on the Tibetan plateau have a major impact on East Asia, especially on weather disasters in China, meteorologists said.

70 billion yen sought to launch spy satellites

The Japanese government is seeking 70.7 billion yen from the fiscal 2002 state budget to launch its first spy satellites, government officials said Monday. The request, down 8.5 percent from the original fiscal 2001 budget, reflects the completion of groundwork for the project, the officials said.

Around 66 billion yen will be used to develop and launch two pairs of first-generation satellites in February and July 2002. Another 4 billion yen will be set aside to launch two identical substitutes in fiscal 2005 and 2006, and for research on two advanced satellites to be launched in fiscal 2008, the officials said. The government will also ask for 30 more staff to man its Cabinet satellite information center, bringing the total to about 190, the officials said.

The four satellites include two optical satellites and two radar satellites with long-range photographic capabilities. They were originally intended to be launched in fiscal 2002, but the true launch date has not been announced.

A satellite promotion panel chaired by Chief Cabinet Secretary Yasuo Fukuda has won approval for the appropriations at a meeting in the Prime Minister's Official Residence, the officials said.

The government decided to launch its own information-gathering satellites after North Korea fired a rocket in 1998, part of which passed over Japan before plunging into the Pacific Ocean.

LG Telecom wins final 'third-generation' license based on Qualcomm's cdma2000 technology

Ending eight months of speculation, LG Telecom, the Korea's smallest mobile carrier, finally won the third-generation (3G) wireless license based on the cdma2000 standard, promoted by U.S.-based wireless technology firm Qualcomm Inc.

The Korean Ministry of Information and Communication announced Saturday that it has granted the third and final 3G license to a consortium led by LG Telecom, the sole candidate.

LG Telecom leads a consortium of 1,049 companies, including broadband access provider Hanaro Telecom Inc., fixed-line carrier Dacom Corp., broadband infrastructure provider Powercomm, and high-speed Internet provider Thrunet.

Other consortium members include LG Electronics, Hyundai Motor., Kia Motors and Hanjin Shipping.

The 3G wireless service, which will be commercialized in late 2002 or early 2003, is expected to deliver faster data transmission, multimedia and other premium services such as a global roaming over the wireless network, creating a new revenue source for mobile service providers worldwide.
