Radiolinja Estonia A/S and Nokia Successfully Test WAP-over-GPRS Using the Nokia mPosition Location-Based Solution

Nokia and Radiolinja Estonia have concluded successful testing of Nokia's mPosition solution and WAP-over-GPRS technology in Radiolinja's GPRS network in Estonia. The tests were carried out from a moving vehicle traveling in urban and suburban environments. The system used for testing included the Nokia GMLC and Nokia SMLC positioning servers, and the Nokia GPRS network solution. Location-relevant services are one of the key elements of the Mobile Internet. With the Nokia mPosition solution, operators can offer their customers personal relevant services such as Location Messaging, Friends Finder and traffic reports. The Nokia mPosition solution will also support emergency services. Nokia's solution is fully integrated into the GSM/GPRS network architecture, and the deployment of positioning technologies using WAP-over-GPRS can be implemented with a minimum of additional network investment.

Paradigm Prominently Featured in CIBC World Markets' Research Report and NY Post Article

Paradigm Advanced Technologies, Inc., (OTCBB:PRAV) confirmed today that it was prominently featured in the November Equity Research Report written by CIBC World Markets and in a New York Post article dated December 16, 2001, written by Emily Lambert entitled "Pinpointing Good Navigation Plays." The CIBC World Report for the third quarter of 2001 was an update on a variety of companies involved in the Wireless Equipment sector including Paradigm. Although the authors of the report, Barry Richards and Spencer Churchill, indicate that the year to date (2001) has been one of the worst for the wireless industry as a whole, they feel that there are a number of sectors within that industry that are poised for near-term recovery. They identify the Location-Based sub-sector as a sector that is "beginning to show signs of promise, as older asset tracking markets and the telematics industry are beginning to grow." In the report, CIBC World Markets indicated that Paradigm was one of the top performing companies.

gpsOne Technology Supports World's First Launch of GPS Solutions on Wireless Phones

QUALCOMM Incorporated, pioneer and world leader of Code Division Multiple Access (CDMA) digital wireless technology, announced the first nationwide launch in Japan, beginning in December 2001, of gpsOne(TM)-enabled handsets and their associated position location service plans by KDDI Corporation. The three handsets offered by KDDI -- the C3001H, C3002K and C5001T -- are powered by the QUALCOMM CDMA Technologies (QCT) MSM3300(TM) Mobile Station Modem (MSM(TM)) chipset and gpsOne wireless Global Positioning System (GPS) location solution software. Space Imaging Offers New Five-Meter Resolution Satellite Image Products Over the United States

Space Imaging, the world leader in providing Earth imagery and related services to commercial and government markets, announced today that it is offering three new five-meter resolution imagery products of the United States. China Enhances Flood Control Ability over Major Rivers
China's overall flood control capacity has been improved markedly due to the strengthening of flood control systems over the country's major rivers, said Zhang Jiyao, vice-minister of Water Resources.
The Yangtze River suffered a great economic loss in the flood season of 1998. After reinforcing its dikes the next year, however, dike breaches were reduced to one sixth of the 1998 level.
Flood control projects in the Taihu Lake valley effectively alleviated flood disasters, which brought an economic benefit of 9.2 billion yuan (about 1.1 billion U.S. dollars), twice that of prime investment.
The annual investment is more than four times higher that in the "Eighth Five-Year Plan" period and nearly three times of that in the first two years of the "Ninth Five-Year Plan" period, said Zhang.
Currently, China has reinforced dikes for about 30,000 kilometers, including over 10,000 kilometers of first and second class dikes along the mainstreams and tributaries of the major rivers.
When referring to the progress of the reinforcement of the Yangtze River dikes, Zhang said that the central and local governments have spent 30.7 billion yuan (about 3.7 billion U.S. dollars) in strengthening the 3,385-km dikes along the mainstream of China's longest river. Work is expected to be completed beforethe end of next year."
In addition, the dike reinforcement projects in the Taihu Lake,Songhua River and the lower reaches of the Yellow River have also acquired great achievements with some of them performing well.
According to Zhang, China now has 85,000 reservoirs, among which over 30,000 are in dangerously poor condition.
The renovation of these problem reservoirs will ensure that they can hold water normally in flood seasons, which is of great significance in the flood control work, said Zhang.
Up until now, the Central Government has started the work of maintenance and reinforcement over more than 450 reservoirs that are in a dangerous condition with a total investment of 6.8 billion yuan (about 819 million U.S. dollars), Zhang said.
Now over 180 key problematic reservoirs have completed their renovation work with 5.8 billion cubic meters of water storage capacity restored.
Zhang also pointed out that with the obvious enhancement of major rivers' flood control ability, China will shift the focus to a group of large water resources projects, such as the South-to- North Water Transfer Project, during the "Tenth Five-Year Plan" period.
China Polishes Environment Monitoring Facilities
Officials with China National Environment Monitoring Center said that the country will further strengthen the environment monitoring system next year.
Focus will be laid on improving data transmission and system expanding and automatization, according to Friday's China Daily.
The officials said the system monitors China's environmental situation to detect pollution, particularly pollution of the air and water. The center then sends reports to the government for usein policy making and pollution control.
The center plans to build more automatic monitoring stations for air quality across the country, including some in rural areas,according to China Daily.
Ding Zhongyuan, the center's deputy director, said Thursday that attention should be paid to the air quality in China's vast countryside, where a huge population of farmers lives.
He said that preparatory work will start in rural areas next year and the monitoring stations are expected to start operation in 2003.
Another 30 automatic monitoring stations for water quality are to be completed by next June with financial support from the World Bank.
China currently has 111 automatic monitoring stations for water quality along the country's 10 major rivers.
