Mapping Britain's Crumbling Coastline

With a swelling roar, a section of cliff separates and slumps downward, an irresistible tide of earth and rock crashing into the foaming sea beneath. The incessant pounding of the North Sea breakers has claimed another metre or so of Britain's fragile coastline. A new project using ESA satellite data and the latest digital image technology is aiming to map and eventually predict this inexorable crumbling, and provide the information that will save lives, property and money. "Coastal management is becoming vitally important to local authorities faced with problems of erosion and subsidence, which threaten the stability of the land and safety of the people they are responsible for," explains Dr Jon Mills of the Department of Geomatics at the University of Newcastle, who is heading up a pilot project to monitor coastal erosion at Filey Bay on Britain's Yorkshire coast. "This will be the first time that GPS and photogrammetric observations will be combined in this way to provide the height model for use in SAR analysis", comments Mills. While today this monitoring can be performed using ERS-2 SAR data, once Envisat is launched later this year it could continue using the Envisat ASAR.

The Award ceremony was held on the occasion of the 21st Scientific-Technical Annual Meeting of the German Society for Photogrammetry and Remote Sensing in Konstanz, Germany on September 4th 2001. Tamil Nadu Government to work on IT township

CHENNAI, Sept. 14- THE Tamil Nadu Government would act upon CII's suggestion to develop an IT township in the State. The Chief Secretary, Mr P. Shankar, said that the Government had acquired around 10,000 acres in and around Chennai, in anticipation of such a demand from the industry, which can be utilised for developing such a township.

Mr Shankar was responding on Friday at Connect 2001 to the suggestion made by Mr S. Mahalingam, Chairman, CII (Southern Region), on Thursday for having IT townships.

"We have taken note of the suggestion, and would work with CII to develop IT townships,'' he said. An IT township would be developed in Coimbatore too, he added.

On e-governance, Mr Shankar said that it could not be expected to solve all the problems. ``We should not raise too much expectations among the public and fail to meet them later.''

Citing research done by agencies like Gartner Group and OECD on e-governance in other countries, Mr Shankar said that people preferred information to transaction, faster service to better service while dealing with various intermediary channels, rather than a single Government portal.

"However, nothing would deter us from going ahead with the e-governance projects, and make use of technology to improve the services offered to the people.''

Mr R. Seshasayee, Managing Director, Ashok Leyland, said that the IT industry should look at technology ownership, technology dissemination and technology development as top priorities.

He told IT entrepreneurs that they needed to add substantial value to business by combining technology and business.

"Skip the current technology wave, and take the next technology wave. Add substantial value to business by combining technology and business.''

It was announced at the end of the two-day conference that Connect 2002 would be held in Chennai from September 12-15.

Clear e-commerce tax policy must: experts

KOLKATA( PTI ) : The Centre needed to come out with a clear-cut income tax policy for the growing e-commerce market in the country, expected to reach Rs 1,95,000 crore by 2005, experts said on Friday.

The Centre, which has exempted e-commerce transactions from taxation for 2000-01, required to formulate a clear cut taxation policy for the sector to do away with ad hoc measures, K Sekhar, chairman, professional development committee of Eastern India Regional Council of the Institute of Company Secretaries of India, said here.

While the Information Technology Act has provided the legal framework for e-commerce and e-governance, "Some of the issues which have not been addressed by the Act are payment and taxation issues, the IPR issues over internet, trademark rights of domain name owners and privacy issues," he said.

The Centre should address these issues to help promote e-commerce market in the country, he said, adding the business-to-business transaction was estimated to grow to Rs 1,92,000 crore while business-to-consumer would reach Rs 3,000 crore by 2005.

Quoting a study by Nasscom-Boston Consulting Group on e-commerce, he said the e-commerce potential in India projects a $9-billion business opportunity for IT companies from global e-solutions services market by 2005.

At a seminar on 'cyber laws, internet and e-commerce', CICS (EIRC) chairman S K Sarbadhikary said investment in India and other East Asian countries would rise significantly once e-commerce market matures.
