Vision for SMART Government through IT in Andhra Pradesh The Chief Minister of Andhra Pradesh has launched an initiative for ‘Leadership and Excellence in the 21st Century’ (LEAP 21). The Government of Andhra Pradesh envisages that in the future government will have to be Simple, Moral, Accountable, Responsive and Transparent. In other words, a future of SMART governance is contemplated. As part of the LEAP – 21 initiative it is proposed to prepare a Vision document capturing the aims and aspirations of the people of Andhra Pradesh. The government intends to involve people from all walks of life in defining its vision, as in the final analysis, a vision to be meaningful has necessarily to be a shared vision. The Government has identified a number of areas in which vision documents will be prepared and then integrated into a broad vision for the state. The areas identified for ‘visioneering’ are:
It is tentatively proposed to split the exercise into two parts. The first part will present a macro perspective of the vision giving broad contours of what is envisaged for the future of the state. The second part will be more detailed and will flesh to the vision in terms of a timeline for achieving various targets. |
