With the increasing availability and rapidly declining prices for digital imagery, there is a great need to provide new tools to prepare raw imagery for use in a GIS, CAD, or Image Processing System at a lower cost and with the existing labor resources. Traditional methods for creating suitable GIS imagery have typically required the user to either purchase expensive softcopy software, hire specialized technical professionals, and/or acquire expensive orthorectification services. However, new technology and production processes have recently been developed to allow users to quickly and cost effectively process their low cost imagery with commonly available resources.

This paper will discuss the innovative “image matching” approach used in the new georeferencing, mosaicking, and colour balancing software called DIME and will highlight how DIME can be used as an alternative to traditional orthorectification processes. Also included will be an examination of how DIME software is being used in a variety of applications such as Resource Management, Environmental Monitoring, Urban Planning and other Land Use applications to solve specific problems in both the commercial and governmental sectors.
