To establish provicial GIS in Vietnam

Abstract:
Located in the southeast of Asia, Viet Nam is a developing country, consists of 61 provinces with the population of over 80 million. Since the beginning of 90’s, its accelerating economic growth has urbanized a lot of countryside areas. Many new urbans have appreared and received a lot of immigrants from various countryside areas, their infrastructure has been built up speedily and disorderly. For administration, many problems have happened because the government has not enough intergrated spatial information from limited governmental agencies.

In recent years, the local governments of provinces in southern Viet Nam as Ho Chi Minh city, Dong Nai, Ba Ria – Vung Tau, Binh Duong, Da Nang and 12 provinces in the Mekong delta have developed the provincial geographic information systems for administration. In this phase, most of the provincial GIS projects focus on implementing the basic GIS databases including core data as coordinate, road, river, topography, boundary. After having the initial GIS basic database, some provinces develop the thematic GIS databases of environment, industry, resourses, land use, education for provincial limited governmental agencies.

Training the GIS experts for the provinces is a big issue of local government. In the phase of 2001 – 2005, the geographic information system of Ho Chi Minh city needs 150 GIS technicians and 50 GIS experts of master level, the GIS of Dong Nai province, DONAGIS, needs 70 GIS technicians and 15 GIS experts of master level and many provinces have the need of GIS people to work in the systems as well. The center for I.T. and GIS, belonged to Ho Chi Minh city University of Technology, called DITAGIS, is the center for training, researching and transferring the geographic information technology in Viet Nam.

GIS database plays an important role in the geographic information system for provincial administration. The GIS database for provincial administration consists of two parts: a basic GIS database and thematic GIS databases. This paper presents characteristics of a GIS for provincial administration and a procedure of three phases for establishing the databases: starting building GIS database, adjusting GIS database, maintaining GIS database and procedure of three phases for building a GIS for administration at all governmental agencies of province and district.
