We are living in the world which has infinite spatial phenomena and some of them are changing based on some parameters such as location and time. We try categorizing and modeling objects by defining boundaries, relations and variations because our life depends on them and We usually decide on them based on our applications. But the boundaries between features are not clear and we analysis them in our mind using verbal and linguistic term like `Closer` ,`Farther` , `Slightly`, `Somewhat` and etc. In GIS environment Topology relations which are so important for analyzing and deciding on features can be defined using Egenhofer 9-intersection matrix between crisp regions. But this matrix can not process fuzzy regions well and we must define clear interior, boundary and exterior for each regions in it. Therefore our decisions are not coordinate with real topology relations between spatial features in the world. For example in the course control of moving crafts, it is necessary determining of fuzzy topological relation between fuzzy regions and analyzing them as an expert mind who is controlling craft. Therefore in this paper we have tried developing crisp to fuzzy topology between dynamic fuzzy regions and extract rules using verbal and linguistic terms in an expert system.
