Tripoli is the capital city of Libya and about the quarter of population of Libya is living in it. Every year People are killed and economics losses because of car accident and fire action resulted from the delay of emergency services. This is because both from traffic jam and unsuitable distribution of emergency points such as ambulances, civil defense, Schools, trade market and police station.
This paper studies the importance of Geographical Information System in road networks and linking them with the other services and utilities data for promotion and acceleration of services process and the following objects will be achieved by this paper:-
· The efficient selection of the fastest suitable paths to arrive the places of fire and car accident in order to minimizes the economic and human losses.

To specify the most suitable places to establish the services centers (police station, hospital, civil defense for stopping fire etc…)

To specify the most suitable places to establish the emergency points and distribution of the ambulances.

Preparation of some simulation data for monitoring and tracking system for control, security and protection.
The high resolution satellite data and aerial photographs have been used for the preparation of road digital map and the topographical map scale of 1:1000 and field work have been used for preparation of the services . The final results have been displayed in the form of maps and reports.
