Abstract The growth and development of GIS based application is dependant on the availability of the cheaper GIS software. The free to access Open Source development environment for the construction of spatially enabled Internet-web applications has helped planning authorities immensely in using GIS in the areas of the maintenance of Development plan, Landuse & Landcover planning. The popular Open Source or freeware systems have capability to access the internet for capturing, storing, manipulating, integrating, analyzing and displaying data related to location without having the proprietary GIS software. This enhances the use of GIS. The project was planned to maintain a Development Plan that governs the land use for a county. Plan data is shared with public parties interested in new land development through web browser. The Borough's detailed plans for the future regeneration and development are set out in the Unitary Development Plan (UDP). Availability of this data, allows the public to access much greater depth of information about planning, and building control applications, that is currently available through the current web site. The Unitary Development Plan as well as the data obtained from the government are also made available to the users on the website. This application is developed on MapServer. MapServer is an OpenSource development environment for Internet-web applications. MapServer generally runs as a CGI application from a http server. This holds true unless more advanced applications are built with MapScript which accesses the MapServer API directly. The following functionalities were developed for the WebGIS solution: o Display Raster Map in Image Format o Including a number of layers covering property, roads and development plan themes such as shopping, cycling, conservation areas etc. o Map tools o Zoom In & Out o Pan in any direction o Load & Unload Layer o Map Legend o Search o For Development Plan Area Map By Post Code Road name Building number
