To develop, on the national level, a program to assist locally or regionally driven initiatives in the establishment, maintenance, and operation of real-time GNSS infrastructure networks to serve the widest possible range of public and private sector interests.

Real-time GNSS networks are generally accepted as a public amenity. Carrying this model beyond existing infrastructure, there are few regions of the U.S. about which there are not already discussions or more substantive planning for the establishment of such infrastructure. The objectives of the interested parties may be wide in range, but the scientific, economic, and social drivers will ultimately obviate duplicity of effort once collaborative dialogue between the parties is initiated.

This paper explores a growing “grass-roots” movement among parties currently operating, or pursuing the development of such infrastructure in their respective regions. Parties have outlined needs for specific project development resources. These include guidelines, standards, business model templates, and other planning tools, but more importantly these parties need direct assistance in developing funding proposals and guidance in elevating these through proper channels.
