Abstract
Towards a Safe City: Prevention of Urban Crime
through GIS Hotspot Crime Mapping

The Safe City Programme is the initiative of the Ministry of Housing & Local Government with the cooperation
of the Jabatan Perancangan Bandar dan Desa Semenanjung Malaysia (JPBD), the Royal Malaysian
Police (PDRM), Local Authorities (PBTs) and the Malaysian Crime Prevention Foundation (MCPF).
This initiative, which began in January 2004 and is currently monitored by the JPBD, contains 3 core
strategies which incorporate 23 specific preventive measures for urban crime prevention with the objective
of crime-free and peaceful towns and cities in Malaysia. One of the 23 strategies is ‘crime information
sharing through GIS-based crime mapping’. This working paper is made up of four parts. The first part
consists of the introduction, methodology and the process of acquisition of crime data from the PDRM.
The second part explains the process of geocoding. Part three deals with the GIS spatial analysis for the
purpose of mapping urban crime hotspots. The fourth and last part explains the benefit of urban crime
mapping and how it can assist in urban crime prevention
