Recommendations

7.1. REGIONAL LEVEL RECOMMENDATIONS:

7.1.1. AUGMENTATION:
  • The supply augmentation schemes like the transfer of water from Krishna and Godavari Rivers are expected to eliminate the demand gap 2021.
  • But the reliance on such conventional approaches involving the mere augmentation of supply by tapping new and costlier sources cannot be a durable solution, as there is continuance of wastage and inefficient water use, leaving the supply augmentations financially non-viable. Also, additional diversion of water to urban areas is likely to impinge on the water available for non-urban uses, especially irrigation.
  • Therefore, a separate Division should be formed for conducting area wise campaigns bringing efficiency in water management.
7.1.2. OTHER SOURCES OF WATER:

  • Protection of ground water recharge areas by declaring them as conservation zones and as such no development is allowed.
  • There are about 390 water bodies present within HUDA limits; proper steps should be taken to protect these from encroachments for building activity.
  • The areas around water bodies should be developed as picnic areas and parks, serving double purposes of protecting the water body & at the same time protection of water body.
7.1.3. GROWTH SATURATION :

  • As the city can no longer sustain the increasing population, growth must be diverted to the nearby towns like Nalgonda, Mahabubnagar etc.
7.2. CITY LEVEL RECOMMENDATIONS:

7.2.1. DECENTRALIZATION :
  • Decentralization of water supply systems should be attempted in which case the responsibility of the Board would be to supply adequate quantity of water and the remaining functions could be taken over by the private sector, which could operate and maintain its own self contained systems.
7.2.2. PRIVATIZATION:

There are two major components in the provision of water supply,
  • Tapping and transporting water from water resources,
  • Treatment, storage and distribution of water
  • The former involves several issues related to interstate relations, political arrangements, complex legalities and so on and are best left to the state agencies to handle.
  • The latter functions could be easily be privatized, making Municipalities act as facilitators for the process & be monitors.
7.2.3. GROUND WATER EXTRACTION:

  • As the ground water resources in MCH area are almost exhausted, new building activity should be discouraged by reducing the FAR values in MCH area and increasing outside the municipal area.
7.4. MANAGEMENT RECOMMEDATIONS:
  • Involvement of people at ward levels.
  • Establishment of information centers under ward committees, which are responsible for database management.
  • Staffing pattern, Duties and Assigned areas.
  • Application submission, processing, confirmation.
  • Registration of complaints, action taken.
  • Incentives given to that wards, on achievement of 90% collection.
  • There should be increase in manpower in mechanical category for operational effectiveness.
  • There should active involvement of NGO’s for sensitizing community regarding the use of GIS.
  • Environment education program should be formulated and implemented.
  • HMWSSB should implement a mechanism to detect the illegal installation of pumps connected to supply lines and guilty should be penalized for such activity.
