Conference Proceedings Online In its continued dedication towards bringing the synergism and coordination of various stakeholders in the Geo-informatics field, GIS Development collaborates and brings to all its visitors, full proceedings of conferences and events across the globe online (for free). This month a number of conference proceedings have been uploaded with detailed papers for all sections of these conferences. For elaborate listing and readings visit our very popular Proceedings section. GITA Oil and Gas Conference (2000, 2001, 2002) GITA’s “GIS for Oil & Gas Conference” is the only one of its kind, devoted exclusively to applications and technologies for upstream/downstream oil and gas industries including, Exploration and Production, Gathering, Land/Lease, Pipeline and Retail, Refining, and Marketing. It is held each September in Houston, Texas, the center of the oil and gas pipeline industry in the USA. The 1998 conference was the first held under GITA’s exclusive management. In 2002, GIS Development came in an strategic alliance with GITA. Digital Earth 2003 The third international symposium on Digital Earth was held at Brno, Czech Republic in September 2003. It dealt with: Earth observation and processing technologies for Digital Earth, the meaning of sustainability and policy of its formulation, delivery, monitoring and evaluation in the conditions of the Information Society. Other important parts of the symposium were the Global Society Dialogue as well as e-government, e-governance and e-parliament as accompanying factors of a networked knowledge society. The complete proceedings at one place is put forth for you. ACRS (1980, 2002) ‘Asian Conference on Remote Sensing’ is an annual conference, which is held under the auspices of Asian Association on Remote Sensing. AARS was formed in 1981, and its principal activity is to hold the Asian Conference on Remote Sensing. The Association also conducts other remote sensing activities consistent with its aims. The first ACRS was held in 1980 in Bangkok. We bring you the proceedings of the first ACRS and the latest in 2002 as the latest entry. Policy Paper GIS Development invites you to its Policy section. The section holds many papers, discussions and presentations that tap policy and advocacy issues in the field of GIS and related technologies. Papers are aggregated at this section for contributions from the last 6 years to GIS Development. Subjects of Right to Information and Geographic Information Infrastructure are also touched. The latest addition to the sections International part is - The Role of NSDI and Regional Cooperation for Sustainable GSDI Hetal A. Patel Geography serves as the common thread to address diverse issues. The emergence of spatial attribute of Geographic Information (GI) has increased its use for analysis, co-ordination of interventions and evaluation of impacts of policies at regional scale. The potential of spatial dimension of GI has opened-up increasing interest to access users need, formulate policy, monitor its implementation and evaluate its effectiveness. The increasing demand for better GI looks for quality, certification, consistency, harmonisation, interoperability and real-time attributes. Research Papers Subpixel classification of ground surface features Abdul Shakoor This paper elaborates on issues of regional cooperation and synergy in such aspects. It takes up Australia as a case of explaination. A worthy read... Remote Sensing has made information collection available where field surveying has fallen short because of many prohibiting factors. Reflectance and emittance spectra have been used for many years to obtain compositional information about the earth's surface. Techniques for mapping vegetation and other ground surface features within the pixel, are commonly based on presence or absence of spectral absorption features related to particular elements e.g. chlorophyll, water, some special minerals etc. This paper by Abdul Shakoor from Pakistan, explores the results of spectral mixture modelling for identification and mapping of various vegetations and other ground surface features in a semi-arid environment located in Alora, Spain. Simulation modelling for irrigation management Dr Yousef A Al Rumikhani and Dr Saif ud Din This paper from Natural Resource & Environment Research Institute, Riyadh, Saudi Arabia is intended to provide an insight into the efficacy of irrigation management in Saudi Arabia. A detailed study was carried out in Al Busayata area. Since agriculture is the major user of the water, a consistent effort has been made in the field of agriculture research to improve the understanding of physical processes involved in irrigation system. An interesting case... Nanosatellite engineering model for Remote Sensing MD Azlin MD Said, Syed Idris S Hassan, Md Shamsul Kamal Adnan, Md Faizal Allaudin, Md Helmi Othman, Kamal A Zakaria Research and development of a nanosatellite mission is currently being conducted at the School of Aerospace Eng., Universiti Sains Malaysia under IRPA EA R&D grant. The nanosatellite being researched upon is having a total mass of not more than 10kg, and is to have remote sensing as its primary mission and communications as its secondary mission!! Its real breakthrough is not in capabilities, but in cost. It takes advantage of the low radiation environment in the low earth orbit (LEO) by using commercial off-the-shelf components, which lowers non-recurring engineering costs and can be launched as a secondary payload on other missions. Segmentation of high-resolution imagery B Krishna Mohan, S U Kadam, E P Rao This paper with authors from the academicia and the industry (IIT and Reliance) of India is an interesting attempt to study different image segmentation algorithms from the point of view of segmenting images of two spatial resolutions 5.8 metre IRS and 1-metre IKONOS images . Research Article A road map for national GIS implementation A Deva Kumar Varma This comprehensive article shares with us very important facts about the status, evolution and prospects of GIS and its initiation in Qatar. "GIS data, the critical and costly resource, is shared amongst the agencies in Qatar to cut costs and optimize resource utilization. At present there are 16 agencies participating in data sharing. Effective data sharing amongst the agencies is made possible by the database compatibility ensured through NGSC set standards..." Featured Special Article China conquers the fourth territory Dhawal Kumar This interesting article gives a broad glimpse of China’s space programmes. In wake of the recent spurt of activities in space sciences China has been in the helm of reports and media coverage almost everywhere. The ambitious plans of the nation for the future is also promising. In the authors words, “Napoleon had called China a 'sleeping giant' and predicted that 'when she awakes she will shake the world. Now China is perhaps wide-awake and is armed with an economy that is widely expected to outgrow that of US by 2025.” Map Asia 2003 Report The recently completed Map Asia 2003 was the 2nd Annual Asian Conference and Exhibition in the field of GIS, GPS, Aerial Photography, Remote Sensing and related technologies. After enormous positive response at Bangkok in 2002, this year it received increased attention and participation in the city of Petronas Twin Towers. In brief, it was an eventful and significant convergence of ‘heads’ at the Malaysian capital of Kuala Lumpur. 'Heads' that were constructive, important and strategic.
