Dear Readers,

e-Governance is a term in vogue. Often e-Governance gets projected as a panacea to the ills of governance. Again, there is no doubt that IT is a powerful tool to aid governance. However, if caution is not exercised, there always lies a risk that it may only strengthen the hands of the government and not the people who are being governed. It is interesting to see what role IT plays when in the hands of decision makers; a tool to liberate or to suppress.

The fundamental issue still remains ‘governance’ and more appropriately ‘good’ governance… With or without the ‘e’.

Welcome to the various additions and updates of GIS Development portal for the month of March 2004.

e-Initiatives : An overview

New global standards of governance are emerging. Citizens of developing countries are demanding better performance on the part of their governments, and they are increasingly aware of the costs of poor management and corruption. Attitudes are also changing in industrial countries where bribery is no longer viewed as a legitimate cost of doing business overseas. GIS Development takes a look at the various e-Governance projects being implemented in Asia, with particular focus on India.

Featured Papers

Enabling mobile mapping
Dr Robert F Austin and Anthony J Quartararo
In this paper, the director of GIT Business Development and the President of Spatial Networks Inc, USA discusses about mobile mapping technologies and introduces a delivery model, the Application Service Provider (ASP). This strategy discussed here allows organisations to use spatial technology without costly investment. The ASP model promises to provide a cost-effective and efficient strategy to deliver mobile mapping solutions to an organization. An insightful reading…

A model of location based services for crime control
Roongrasamee Boondao, Nitin Kumar Tripathi, Vatcharaporn Esichaikul and Peter Haddawy
This paper from the Asian Institute of Technology, Bangkok, describes a project in which model of location based services for crime control was developed. It is an application of Internet and wireless GIS based e-Crime system used for crime monitoring, crime investigation, crime reporting, real time crime update and searching. It was developed for real time crime access to help the Thai police to be more effective and efficient in crime control and enable better governance.

Spatial data, good governance and society
Johan C de Meijere and Mabel Alvarez de Lopez
This significant contribution to GIS Development by Prof Johan from ITC and Mr Lopez, Director of Directorate of Cadastre and Territorial Information, Argentina, traces the role of cadastral data in supporting good governance. It assumes that the traditional models of topographic maps and data on private land, as delivered in traditional cadastres are insufficient. Especially the public space and the societal processes in this space have to be modelled for the entire territory to support good governance. It illustrates experiences gained in cadastral development projects in Argentina in the past decade.

Conference Proceedings Online

In its continued dedication towards bringing the synergism and coordination of various stakeholders in the Geo-informatics field, GIS Development collaborates and brings to all its visitors, full proceedings of conferences and events across the globe online (for free). This month a number of conference proceedings have been uploaded with detailed papers for all sections of these conferences. For elaborate listing and readings visit our very popular Proceedings section.

  1. GITA Oil and Gas Conference (2000, 2001, 2002)

GITA’s "GIS for Oil & Gas Conference" is the only one of its kind, devoted exclusively to applications and technologies for upstream/downstream oil and gas industries including, Exploration and Production, Gathering, Land/Lease, Pipeline and Retail, Refining, and Marketing. It is held each September in Houston, Texas, the center of the oil and gas pipeline industry in the USA. The 1998 conference was the first held under GITA’s exclusive management. In 2002, GIS Development came in an strategic alliance with GITA.

  2. Digital Earth 2003

The third international symposium on Digital Earth was held at Brno, Czech Republic in September 2003. It dealt with: Earth observation and processing technologies for Digital Earth, the meaning of sustainability and policy of its formulation, delivery, monitoring and evaluation in the conditions of the Information Society. Other important parts of the symposium were the Global Society Dialogue as well as e-government, e-governance and e-parliament as accompanying factors of a networked knowledge society. The complete proceedings at one place are put forth for you.

  3. ACRS (1980, 2002)

'Asian Conference on Remote Sensing' is an annual conference, which is held under the auspices of Asian Association on Remote Sensing. AARS was formed in 1981, and its principal activity is to hold the Asian Conference on Remote Sensing. The Association also conducts other remote sensing activities consistent with its aims. The first ACRS was held in 1980 in Bangkok. We bring you the proceedings of the first ACRS and the latest in 2002 as the latest entry.
